Both, because the Bible commands both.
You are not supposed to take part in the Lords Supper unless you have settled things with those you have hurt.
Also, the scriptures tell you that you should live in peace with all men to the extent that it is possible.

Depends on the circumstances and the wrongdoing and the person. More times than not it is equally important to do both. Seek forgiveness from the person for THEM, seek forgiveness from God for YOU.

its important to ask forgiveness to the wrongdoings that you have done to that person because forgiveness starts from us and that you have hurt that person. and maybe God may see us on how we are sincere on asking forgiveness. God allowed us to forgive others so we must use it.

GOD forgives sin, first be reconcilled with the person, then confess your sins to GOD. Because we are forgiven by GOD as we forgive others.
LOVE your neighbor as yourself.
Amen.
:responsorial edit: JESUS gives a parable of the man who went to the king asking for forgiveness of his debt, and in having mercy then went out and persecuted someone else who owed him money. The king heard of it and said "I forgave you your debt and then you do not forgive this man," The king then throws the man in prison . .. what's the point? . .. We must forgive that we will be likewise forgiven. Do unto others as you'd have done unto you . .. Blessed are the merciful for they shall have mercy . .. therefore first be reconciled with the person you've sinned against, then confess to GOD . .. And you will find GOD merciful . .. Because you were merciful . ..
Amen

First ask God for forgiveness then go to the other person. If you pray to God first then you will be better prepared to talk to the other person.

I think you should seek forgiveness from both but you can be assured God WILL forgive you if you are sincere and repent from whatever you have done wrong. Once you've asked and are truly sorry, you've done your part.

The Bible says both are equally important. You cannot ask forgiveness of God if you are unwilling to be accountable to those you've hurt.

Jesus says very clearly in the Bible that we need to reconcile with our fellow man whom we have wronged.
"Therefore, if you are offering your gift at the altar and there remember that your brother has something against you, leave your gift there in front of the altar. FIRST GO AND BE RECONCILED TO YOUR BROTHER; then come and offer your gift." Matth. 5:23-24
If we don't live in right relationship with our fellow man, it is impossible to live in right relationship with God, as the following verses show:
"If anyone says, "I love God," yet hates his brother, he is a liar. For anyone who does not love his brother, whom he has seen, cannot love God, whom he has not seen. And he has given us this command: Whoever loves God must also love his brother." 1 John 4:20-21
