I know that 'I am' is considered to be the shortest sentence. I guess the answer is 'I' since it has a whole meaning but I don't think 'a' has a definite meaning.

I think it has to be "a" because it can be pronounced with a one phoneme and "I " should be always pronounced with two. And for instance "a" is pronounced like "our" but "our" has more letters.
