I would think that a tech support rep would be able to help you with specific tasks, i.e., problems with your computer, issues with burning CD's, whereas a customer care rep would help you if you had crappy service buying your computer or CD's.

Technical support rep would work within a business, to provide assistance to other workers within the business. Customer care rep would provide help to customers doing business with a company.
