The repeating pattern confuses your eyes.

Normally when you look at something both your eyes look at the same point. Your brain reads the angle between your eyes and calculates the distance, like the rangefinder in an old-fashioned rangefinder camera.

But when you look at a fence each eye can fix on a different point, say a different place where wires cross. Your brain reads this as the fence being closer or farther than it really is.
