I am assuming that you are using Windows XP.

MS Paint is part of your operating system and unless you have seriously damaged your operating system, you cannot even delete it permanently. If you delete the file and just wait 5 minutes you will see that Windows has automatically restored it, because it is a protected file. It can be found in C:\Windows\System32 and the file name is mspaint.exe. If you right click on the file and select Copy you should be able to paste a shortcut on the Desktop or anywhere else you like.

However, it may have been uninstalled using Add/Remove Windows Components, but this can be resolved by the following.

Click Start.
Click Control Panel.
Click Add or Remove Programs.
When the Add or Remove Programs window opens you will see an option down the left-hand side that says Add/Remove Windows Components, Click on it.
Make sure Accessories and Utilities is highlighted and click Details.
Highlight Accessories and click Details.
Put a check mark next to Paint.
Click OK.
Click OK again.
Click Next.
At this point it will prompt you for your Windows XP CD.
Insert the Disc and Windows will automatically detect it.
When it has finished click Finish.

It depends on your operating system, yet they are both very similar.

If you are using Windows 95, 98, or ME:

Click start/settings/ctrl panel. Click the add/remove programs icon. Choose "windows setup" tab. Choose "accessories" and click "details". Now arrow down and find "paint". Click on the box so that a checkmark appears. Now hit all the "OK" tabs.

If you are using Windows XP:

Click start/settings/ctrl panel. Click the add/remove programs icon. Click "add/remove windows components" tab. Now choose the "accessories & utilities" tab and click "details". Choose "accessories" and click "details". Now arrow down and find "paint". Click on the box so that a checkmark appears. Now hit all the "OK" tabs.

You should now have Microsoft Paint under start/programs/accessories.

Here's a free alternative that works well. First thing I found on google.
