No, because that car would take too long to get up to speed on the highways and would not have enough pick up to pass slower cars on the road. Besides, going the speed limit on some highways puts your life in danger because the other cars around you are going much faster.

No way. Having driven vehicles with governors on them, I can truly attest that it does NOT help with the flow of traffic or save fuel. Saving fuel is done by carpooling, selecting the correct vehicle for your needs and location, driving smoothly on surface roads and following traffic laws. Also having enough torque and horsepower to propel the vehicle you're driving without straining the engine will save fuel and the engine doesn't work nearly as hard and in turn will consume less fuel.
Also by having every vehicle travel at the exact same rate of speed, it would eventually create an exponential bottleneck as too many cars would be going at the same speed and eventually back up the highways due to merging traffic. The expense to widen the road would offset any savings from being more fuel efficient. People need to adjust their speed and merge freely and with everyone going the same speed it would not work... at least not until all cars have distance sensors and highways have sensors built into them to support that system... which will probably come in the next 50 years.
I sometimes like to drive fast and as an adult, I am responsible and accountable for my own actions, so that in a nutshell is why I prefer to purchase a car that can exceed the speed limit.

No because it would be inefficient. The maximum efficiency would occur at too low of a speed for most practical travel. Consider that the best fuel efficiency for most cars is between 55-65 mph despite the fact the speedometers go to 120+.
As a law abiding citizens, it would matter if your car could go mach 1, because you would never top the posted limit anyway!

Absolutely not. My first responsibility is to keeping my butt alive not obeying the law. I have done too many 65-100-65 mph passes on the empty two lane roads of the West not to really appreciate the safety value of a small block Chevy's ability to accelerate quickly from 65 mph.
If I can't do that then I'm the first guy in a long conga line of cars that are driving too close to each other for the given speed limit.
Plus as another guy mentioned I am of the age and experience where I can drive at 100 mph all day long both safely and competently.
Every once in a while it's really nice to drive really fast for the sheer joy of it all.

Engines can go faster than the limit due to torque. If they were made for 55 mph is would take a lot longer to get up to that speed because it is the maximum. Laws have nothing to do with it.

No. If I'm a law abiding citizen, what difference would it make? I already wont speed if I choose to obey the law.
Give me fast cars, loose women, and high caliber weapons and I'll drive slowly, wear condoms, and only shoot bad guys.
Yeah. That's what I'll do.

The same strong engine that is capable of making it go above the speed limits is the one that could give it the burst of power to pass a slow truck and get back into your lane. Without that you might become roadkill.

No. I've rented vans with regulators and , every once in a while, you do have to pull out or pass beyond the speed limit. It can be a safety issue.

No. Sometimes you have to make a choice, kind of like choose one of the following:
Victim
Gun Owner
When you are on the road and dumb a*ses are out there, it is nice to have the option to eject yourself from the situation rather than let it turn into an accident or something worse.

Yes, it would also save on gas. I have often wondered why they dont make all cars have limiters on them.
