Yes they can. It all about the genetics. A easy disguise is color. A person of a certain race might have a colored skin that is not common in that race. For example most africans tend to have brown skin. See lets say there is a african person called Bob who marries a english girl called Cindy. They have a white kid named Chris. Chris is still white but he can carry the genetics for black skin so when he has a kid, the kid can look like he is an african even though he is technically more english because of the color of the skin.

Also eyes can deceive too. You know that phillipino, japanese, korean, and other countries surrounding china have people with the squinted eyes and most people think of them as chinese.
