He was penalized 100 driver points during a crucial time in the season. This dropped him 11th to 15th in the standings.
It has been very hard to him to regain his position. 6 races after being penalized he finish in the top 20 once. Everybody in front of him in the points have been racing in the top 15 more often.
He gained a spot on July 15, 2007 race at Chicago!

Well he was fined those 100 driver and owner points and that dropped him significantly in the points and he has to regain those points and it also depends on where you finish. If you finish ahead of drivers that are above you in the points you gain more points and if you finish behind them you lose points and it also depends on how many points you are behind each driver ahead of you and so on.. So say if he finished ahead of Dale Earnhardt Jr. then he would get more points, and the amount would vary according to the exact place of finish, and then Busch would gain some ground on Earnhardt Jr. and then the other driver in between fluctuate and thats how you gain and or lose points.

You have to take in account the bonus points the #10--#14 drivers get. if they get more then Busch, that puts them ahead.

I've noticed that too... doesn't really make sense for him to be dropping positions when he's getting decent finishes but there must be something happening that we're overlooking.
