It is a circuit that can not only be in the on and off conditions (changing voltages to indicate logical one or zero) but can also go to an unreadable high-resistance state so it will not draw current and interfere with other adjacent logical elements.

"Tri" state logic is where there is an additional state of the device other than the Binary "on or off", "0 or 1" characterized by digital logic. Tri-state logic is a form of analog operation because of the added circuit condition that allows a different answer to a question posed to the circuit.
