JESUS had this question put to HIM and JESUS responded with the parable of the good samaritan. ..
You should recall this parable . .. it was the reading today at Church. The man upon the side of the road, and many passersbys and nobody helped him except the good samaritan.
LOVE your neighbor as yourself

Luk 10:35 And on the morrow when he departed, he took out two pence, and gave them to the host, and said unto him, Take care of him; and whatsoever thou spendest more, when I come again, I will repay thee.
Luk 10:36 Which now of these three, thinkest thou, was neighbor unto him that fell among the thieves?
Luk 10:37 And he said, He that showed mercy on him. Then said Jesus unto him, Go, and do thou likewise.
Just for your information, when Jesus told this parable, the Jews thought of the Samaritans as dogs. This parable incriminates ME; I haven't always been a good neighbor.

When the Bible says neighbor it means neighbor, a person who lives near another.
If God wanted it to say anyone you meet it would say that. It doesn't so those people don't count.

A neighbor in the Bible refers to everyone that you meet- not just the person that lives near you. "Love your neighbor as yourself" means everyone.
