The DMV has to make the availability of licenses equal to all races and ethnicity's. it's the law. If you will notice. Street signs are all shaped differently. If you know what the shape means you don't have to be able to read the sign. so speaking English is not a prerequisite for getting a license.

Not everyone in this country speaks English and it is NOT the official language of the states, meaning that not every legal document must be in English. The US does not have an official language. So for those who do not speak English they are given tests in their native language to facilitate understanding.
They still must take the signs recognition part of the test with the signs that are on the side of the road, those that are written in English so that it can be shown that they understand the meaning of the signs.
The person who holds the license is not the one who needs to read it and since most Americans read English the license is written in English.

What good is a drivers license test in spanish or german, or farsi if the directional signs are all in English? Not stop signs, yield signs, etc. But signs with detour information or freeway exit signs? Some signs are universal but many are not.

I think it would chaotic and a logistical nightmare to have license test in other languages. Besides if taken in other language how would one know if they could read road signs which are in English?.

if you cant read english,you shouldn't be able to get a license in this country.if they cant read the test then they cant read signs,just another example of this countries stupidity.

Because the United States government won't enforce their own immigration laws. They seem to want to be intimidated by immigrants. If they want to be in this country they NEED to know english AND conform to our way of life. If we went to their country and protested the way they do here, we would all go to jail and then be shot. Bottom line is "IF YOU DON'T LIKE WHAT AMERICA IS ABOUT...GO HOME!!!
