If you want a picture in the background go to the Insert menu and choose Picture, then choose 'ClipArt' if you want a standard Microsoft Word picture or 'From File' if you have saved a picture yourself. With the picture still selected, click on Image Control from the Picture Toolbar and choose Watermark then on 'Text Wrapping' and choose 'Behind Text'.
If you would like a colour behind the text, from the Drawing toolbar choose 'Rectangle' and draw a rectangle to fit over your text. Right-click on the rectangle and choose 'Format Autoshape' Click on the 'Colors and Lines' tab and click the drop-down arrow at Fill Color and choose the colour you want. You can choose a Line colour and a style for the border. Try increasing the Weight to make a thicker border. Lastly click on the 'Layout' Tab and choose 'Behind Text'
