Black's Law Dictionary defines "incest" as follows:
"The crime of sexual intercourse or cohabitation between a man and woman who are related to each other within the degrees wherein marriage is prohibited by law.
A person is guilty of incest, a felony of the third degree, if he [or she] knowingly marries or cohabits or has sexual intercourse with an ancestor or descendant, a brother or sister of the whole or half blood [or an uncle, aunt, nephew or niece of the whole blood]. "Cohabit" means to live together under the representation or appearance of being married. The relationships referred to herein includes blood relationships without regard to legitimacy, and relationship of parent and child by adoption" (p. 388).
If sexual relations between an adopted parent and child are considered incest, then intimate relations between a step brother and sister would presumably be considered incest as well.

If your father had married a woman with a daughter that was not his blood, but the ex husbands, or whoever, that is your step sibling and although it may be weird it is not incest. If your father had a daughter with another woman not your MOM, then she would be your Half sister, and yes, because you share the same blood/gene pool, that is incest, and illegal in most all states as well! It is for the reason, you have greater odds of producing malformed, mentally challenged children......stay away!!!!!!!!!!!

It wouldn't be incest biologically, but it might be incest legally. Each state has different laws. Blood brother and sister is always incest; step-brother and step-sisters are in some states and not in others.

Depends on the state and the age of the young woman. If both are over the age of 18 and in the US, the answer is usually "no". If either is a kid, then the definition changes. The fact that there's no biological relationship between the two is what keeps it from being incest in most states.

This is confusing, not following the relationship, but this modern use of words. "Father" means one's biological father, unless you are referring to religion. (I know, it's politically correct!)
But, you said a man's fathers step daughter. So, the step-daughter of the father would be a STEP SISTER. That being the case, she would have the same father's blood as the man, but a different mother.
So, I reckon, to be modernly correct, you could call it "step-incest".
Believe it or not, this is fairly common, even in this so-called modern era.

If his daughter is not his blood then it isn't incest. Incest occurs when they are from the same blood family. For example if in the brady bunch one of the girls with one of the girls got together, although weird, it wouldnt be incest because both their parents are diferent, theres no relation what so ever.

i believe incest technically means that they would have to be related by blood. It would be a little weird and socially unacceptable and ppl would make fun however technically no not really incest.

I think in order to qualify for incest, they would have to be blood-related. If they're just related by law, that makes things weird, but not necessarily immoral.

i think so. but, if they are not "blood" relations some people would probably say no. i dated and slept w/ my male step-cousin and nobody ever considered it as incest. sure, the family giggled about it. but, our grandparents married in their late 60s and when i met him at a wedding, i had no idea we had any familial ties.
