I think it's because not everyone likes to eat hotdogs on bread/buns. Some folks like just camping and having hotdogs on a stick sans the bun or even hot dogs cut into little pieces and served with pork n beans or as they called it back then..beanie weanies. I think it is a versatillity ploy to do with marketing. Also, some people like to eat two dogs to a bun.

I had just seen a thing on TV about this and it started with the buns. Buns were packaged first back when the dogs came in a rope stuck together at the ends. They packaged buns usually by the dozen since thats the was bakers "measure" (for lack of a better word). The butchers measure meat by the pound. So most hot dogs, when they started packaging them, are usually in lb packages. They just never got together to change it.

Hot dog buns come in packages of 8 (2 layers of 4 each), not 10.

Many hot dogs come in 10 to a package, unless you buy bun-length hot dogs... those come 8 to a package and it all works out evenly.

Actually, around here, they come the other way round (10 dogs, 8 buns) with bun sized dogs in 8 packs (another good reason for buying them.)

Because it's a money thing, since there are less hot dogs, you buy two hot dog packages and one hot dog bun package, that way you keep buying more buns for the hot dogs, and hot dogs for the buns..... I have wondered that too... hmmm
