an excellent first car is used, not new. Your first car will be cute no matter if it is hideous to others, you will love it. A Saturn is a very safe car and generally is available in the used car market.
You have plenty of time till you are ready, so study the road rules, remember it is a privilege to drive,not an entitlement or right. Keep in mind that thousands of pounds will be in your hands when you are behind the steering wheel and can be a killer. Make sure you are ready for the road.
As for money, right now a decent used car can cost about $8000. In 3 years (or two) you can expect to spend around the same money or maybe a bit more. I would not buy a car that will break down a lot because in the long run, repairs can cost much more than the correct investment first time around.

At least consider a Ford Fusion. It beat the Toyota Camry and Honda Accord in style, handling, and quality. It gets up to 31 mpg and has an electronically controled system throughout the vehicle that will keep you safe during any kind of situation. It starts at $17,430. If you want something cheaper and better on gas, I would recommend a Ford Focus. They are smaller and cuter and handle good. They get up to 37 mpg. The Focus starts at $13,715.

For a first car,I would go for a Hyundai or a Kia,both good on gas and have great warranties. You can buy a brand new one of either of those for less than 12,000,well equipped.

Aim for car 1000 c.c. and below.
Lest fuel and safe and car cost cheap. I do not know about small cars in your country. In my country Malaysia, it's cost within the range of RM12,000.00 - RM40,000.00. Malaysian Made Model Produa Kancil (660 c.c. - 850 c.c.)
You are new in car and without experience. You are bound to minor accident which will damage the body of the car most of the time. Your regrets will be light and repair are not expensive.

Honda Civic is a good used car to get. They are small, easy to drive, good on gas and very safe in case you get into a fender bender. They are also one of the cheaper cars to insure.

you should get a used honda. they are the best.
but you shouldnt pay more than 7000 on your first car.
(my first car was a 2001saturn and cost 6000 and my parents bought me a new car when i graduated)
other good first cars are saturn, chevy, and ford.
