CAN they, yes. SHOULD they, probably not. If you were to put them together, you have to watch them closely to make sure they don't fight. They also have different diets and will need separate food cups. Make SURE that they are eating THEIR own food, and not the other bird's food.
Still, I wouldn't do it. The birds (if they get along) will bond to each other and will NOT like you.

A parakeet can be housed with a cockatiel, but a canary is of a different species and has different needs.

I wouldn't recommend it. Parakeets are very territorial of their cages once they're sexually mature, and will attack (and kill) other species in their cage. There are exceptions, such as when they're bonded to each other, but even then I wouldn't trust a bird's life on it, as budgies are prone to domestics, and a canary may not live through it for the making-up period.

No, they may fight. Also, they have different nutritional needs. It is recommended to only house same species together. Canaries should be housed singly anyway, as many will fight when not in breeding season.

If they are both Females, than yes, they can be, but if they are both males, they will probably fight.
you can always keep them, in seperate cages next to each other to keep each other company.
