According to the 'rules' set out by the old writers, a Time Lord can regenerate 12 times, meaning a total of 13 different forms.
However, in the current state of things, the old writers didn't expect the Time Lord homeworld to be destroyed, so what they thought seems to be irrelevant.
Now, since the Doctor is the only Time Lord left, he has complete autonomy on the Eye of Harmony, whose only remaining link is deep in the Catacombs of the TARDIS. It is the Eye that gives a Time Lord the ability to regenerate and so if no-one else is governing it, it's up to the Doctor how long he lives.

Andy pretty much said it all.
The classic series said a Time Lord could regenerate up to 12 times, so 13 lives/persons/doctors. But the new series has made no mention of this "rule", so whether they hold it as cannon or not is anyone's guess. Seeing as David is the 10th Doctor, that means there are only 2 more regenerations and 3 more doctors left. That might pose a problem to the writers' plans of a long running show; but I guess that's all still to be decided.

A time lord only has 13 lives
- this means they can only regenerate 12 times
the docor is on his 10th life
- that means the doctor has three more left
but the Master used up all his lives but still regenerated to another life
- therefore i don't think the doctor will be gone after his 13th life

Originally I believe that it was said that he could only regenerate 10 times, however current info is that he can regenerate 12 times. Which will mean 13 different Dr Who's. David Tennant is Dr number 10. So only 3 left to go !

RE:
How many times can Doctor Who regenerate??
I read somewhere that the doctor can only regenerate a certain number of times, how many, and what will happen when he has finished?

As I understand it, he gets 13 lives, so that would be 12 regenerations (if my maths is correct)
HOWEVER, I note that no mention has been made of this recently, and we are already on 10. If it ever came to it I suspect that either the limit would get dismissed as non-cannon, or they'd come up with a plot flange to get rid of the restriction (some sort of potion or spell, or time reset button of some sort probably).

As far as I remember from the original mythos, he gets 12 legitimate regenerations, and then he dies. Or he does like the Master, and steals a body when he needs one, with the downside of becoming a dangerous sociopath. Or maybe the Master was a sociopath already, so stealing a body wasn't a big deal to him.

Technically it's twelve, however if the ratings for the thirteenth doctor series are high enough, I'm sure they'll find a way to give him more.
