The pemit required in Pa is called a consealed weapons permit.Like I said I see other people carring weapons not consealed.I guess next time I see someone doing this I will just ask them.I think that if I passed the required background check I should be able to carry a non consealed weapon.

As for walking up to someone openly carrying...you're a braver person than I.

There is no state requirement in PA that requires you to register your firearm. There is also no requirement to buy a permit or even to take a safety training course prior to purchasing a handgun in PA. And you can even get a concealed weapons permit from your local police without ever taking a safety training course. A person from another state may enter PA with a concealed handgun as well without ever notifying the police.
I'm not sure why you would want or need to carry your gun out in the open but why not get the permit just to cover yourself.
The source below has other interesting facts on PA handgun laws. Good luck.

I'm not sure about PA. Very few states actually have laws against "Open Carry". That said, charges such as "disturbing the peace" or "inducing panic" could apply in some cases.

you're out of success. there is not any such U.S. government issued hid carry enable. each state units its own standards. luckily, many states do comprehend one yet another's helps, and, regrettably, many don't. the closest factor of that's a modern regulation gone by congress that we could retired law enforcement officials carry everywhere. yet even that regulation isn't a blanket enable.

Depends on locality in PA. It's certainly a problem in Philly.
Ask your County Sherriff.

You are not in violation of the concealed weapon charge, but you may be susceptible to a disorderly conduct or inducing panic charge.
