I can not speak for other Dioceses, but mine is selling some of the non-essential property.
We have been sent a letter from the Archbishop explaining this. He also made it very clear that NONE of the money taken from our charity campaigns are going to be used, and exactly what percentage of the collections will be used.

Catholics dont tithe. We give offerings from the heart. Our offerings go to the up keep of the church, to provide for the priest.Different times thru out the month we have special campaigns for various Catholic Charities such as St Vincent de Paul society which helps a great number of homeless and poverty stricken people. To fund kids whose parents cant afford the tuition for Catholic schools. Each year we get a list of where our offerings went to.

1) We are not asked to tithe (give 10%). The Church does not require us to give any set amount or percentage.
2) We have the right to decide where our donations go. We can write "for candles only" on our checks if we want and the clergy have to honor that.
"Offerings given by the faithful for a certain purpose can be applied only for that same purpose." -- Code of Canon Law, can. 1267.3

3) My diocese does make its financial statements publicly available.

I have been a Catholic all of my life. I have never been asked to tithe - ever. I do know that in the number of parishes with which I have been associated they have an annual re-cap of donations and what they were used for. Donations were requested from parishoners but not required.

Someone posted a link to a NY Times article about this yesterday. Apparently, they're selling real estate to pay for it.
