that you suggest the "devil" is more conceptual than literal is certainly valid.
That there is, and has been, movement afoot to keep humans "in place", to control the masses, keep them happy enough -or fearful enough -to not want to rock the boat, is also valid.
A free person, an enlightened person, is the greatest threat to the powers that be - because they cannot be contained, controlled, or subjugated into submission. They are free, and stand as clear evidence that that freedom is available to all who choose to look, to question, and open themselves to the possibilities....

Nope, I don't think that's it, although I can certainly see why anyone would think so.
The 'devil' of it all is in the 'system', remember 'The Matrix', Agent Smith ? The agents can be anyone, they work throughout the Matrix, rooting out free thinking and keeping everything ticking along according to the 'Architect's' plan.
Anyway, the thing is that if there was such an entity you can easily 'fake' him ( or her , mustn't be sexist now ) out by offering some tea, no demon could stand the curative effects of a nice cuo of Darjeeling, or maybe Earl Grey, hmmm, better go put the kettle on, just in case ...... ummm later ....

The devil merely a scape goat and a symbol of our earthy and animalistic being. God represents the light of reason and wisdom and the creation and urtiy resulting from such things. The devil represents folly. Instead of actual trying to solve and understand the problem at hand, most can say it was of the devil. It also represents our side of self-destructive desire and greed

It may or not be a group of humans, but I feel the concept of the devil is promoted by most religions to install fear into the congregation.
Not counting our present government.

All the devil is, is a symbol for when people refuse to acknowlege the darkness within themselves and deny their responsibility to live a spiritual life.

Since many Christians love to interpret the Bible rather than read it literally (which would cause problems in itself), we should allow for the possibility that Satan is just a symbol. Possibly God, too! Everything might be symbolic.
If God is love, sin is just that which interferes with our ability to be selfless rather than selfish. And Satan is just that sin...

My Bible tells me that he is the Angel cast from Heaven by God. I prefer to take the word of God literally. If it's good enough for God it's good enough for me. I don't agree with those that like to change it to fit their speculations. In the Bible Satan attempted to tempt to Jesus by having him turn stone to bread. Christ told him "To get ye behind me".
