Contact the U.S. State Department. Whether you were born on base or off-base in Spain, your parents registered your birth with the nearest U.S. embassy or consulate in Spain. The State Department is the agency which issues official birth certificates for Americans born abroad.

You will need a FORM 3-80 FS-240. It is a Department of State Report of Birth Abroad. Check with the consulate that covers that area.

Contact that base and the us embassy they should be able to get it for you and one or both of your parents should have a copy.
