What war are you talking about.
Congress never declared any war. The US military presence in Afghanistan was to search for terrorists, and that's still ongoing. The US occupation of Iraq was to depose Saddam and look for WMDs. Mission Accomplished. But both of those were pursuant to separate Authorizations for the Use of Military Force. Neither were declared wars.
The closest is the "war on terror", which is a marketing phrase like the "war on drugs". It has no legal meaning.
But even the war on terror is only being pursued in the abstract because it is against a concept, and concepts can never be defeated or locked up.

Why we went to Iraq was to overthrow a cruel dictator that had used chemical weapons on his own people and to prevent the possible proliferation of those weapons and/or the technology to produce and deliver those types of weapons to terrorist organizations. He (Saddam) had defied international law (UN Resolutions and Sanctions) for eleven years.
This involved a commitment to establish a Democratic Iraq with an elected Head of State and a Constitution that established limits and controls over government, a legal system capable of apprehending, prosecuting and punishing those that violate their criminal statutes and to establish a military force of Iraqis capable of defending their own country from invasion from radical Islamic states like Iran and Syria, while enabling them to conduct diplomatic negotiaions with those same radical Islamic states.
We would need to assist in rebuilding infrastructure from refinery and pipeline operations to electrical power generation and distribution as well as potable water, hospitals, schools etc..,
Yes, we have made tremendous progress in these respects, and the deficiencies are the Iraqi people not yet able to provide for their own civil defense against radical insurgent combatants from other countries as well as the difficulties in resolving issues between rival factions within their country between Sunni, Shi'ite and Kurdish tribes.
The US will eventually be able to reduce forces, but a complete withdrawal of all US combatant forces by April of 2008 as the Democratic Congress is proposing is absurd. That irresponsible withdrawal would cause the new Democratic government of Iraq to be easily overthrown and we would have another tyrantical dictatorship, oppressing the Iraqi people and waging Jihad on all Infadels (US), from and with the resources of Iraq.
We must not surrender and sacrifice the Iraqi government and people as the US Congress is trying for. To do so would cause eminant threat to our national security and Iraqs sovereignty.

to go to war you'll have to declare the war officially like they had during the wake of the japanese attack of pearl harbour.well...if you know it already it is no point in asking other people.bush is stupid.he doesn't even know what he is doing

Good question. What I want to know is when Bush says we must achieve "victory", he should tell us what "victory" consists of, so we can formulate plans to achieve it.
