cats do use their tales mainly to balance themself and wag slowly from side to side when in a predatory position
dogs communicate with other dogs mainly by many different tail movements,a boxer for instance has a docked tail and it hasnt got the usual facial expressions of a ordinary featured dog, this has been mistaken by other dogs as a fight sign, leaving the boxer in a position where it had to learn to fight and fight well to avoid injury, that is why it is a fearless breed, lol,i have one shes mad as a march hare,of course the boxer is no match against some of todays modern fighting dogs,my friend has a dog bred for felling lions,i often think it could do it alone by the power and strength and pure animal strength it has and its techniques used on a large rope toy would make you think so too

Right...my dear old cat used to no so much wag but thrash his tail to show his annoyance and purred when he was pleased. So dogs wag and cats purr to show their pleasure at something or someone.

Because God designed cats to purr to show their pleasure, and dogs to wag their tail.

Electrical impulses travel from the dogs brain to nerve sensors in their tail. These impulses trigger muscle reactions. If the dog is not humored or think you are not friendly the dog does not send electrical impulses. A cat is not like a dog. Cats purrrrrrrrrrrrrrrrrrrr, walk or jump on you and rub themselves against you.

Cats are much more secretive and cryptic. A cat shows pleasure by walking close to you and then suddenly wrapping their tail around you and stroking you with that tail.
Personal differences.

Because they are totally different animals!
Every animal has their own type of communication, mostly body language. It's up to us HUMANS to learn to understand them!
Try reading the 'watching' books by Desmond Morris -- Cat Watching, Dog Watching, etc. Although I don't agree with EVERYTHING he says, his books are really educational and full of great insights!

Dogs bark jump up on you, lick you and wag tails.
Cats purrrrrrrrr, rub all over you, and snuggle.
It is just the way things are - Natures way of balancing things.
