Depends. I take it by the UK you mean England (Scotland has its own legal system.) If this person has committed a criminal offence (in England) the age of criminal responsibility is 10, and the age of majority is 17.

In English Civil Law, the age of majority is 18.

So if you want to PROSECUTE someone, you may do so from the age of 10. If you wish to SUE someone, you may do so from the age of 18. Remember, the only remedy in civil courts is cash damages. You won't be sending him to jail. At 18 there is a good chance he would not have amassed much wealth and therefore suing an individual aged just 18 is not worth the expense or the hassle.

Racism isn't unlawful. specific kinds of discrimination in accordance with race might properly be unlawful, and you're able to record a civil rights regulation healthful. considering you're speaking approximately somebody below 18 I also have a tricky time imagining how he or she could have illegally discriminated against somebody in terms of employment, housing, or company.

you can sue someone who is over the age of 10 years. But if you make a formal complaint to the Police and it is found that the offending person has never been in trouble in the past the offender will be dealt with by means of of a caution, no further criminal proceedings will be taken against the offender.

i really don't know but if you have some proof why don't you go to a solicitor. they will be really honest with you and they won't patronise you for asking. the CAB is also a good place to go if you need legal advice.

No you should get over it, everyone gets bullied for something during their lives and it only makes you stronger.

Stop using the race card so that true racism regains respect.
