We made up two boxes and put them under the bushes for the cats here, and they were used. I'd gone and gotten two of those plastic bins that are used for storage, about 18" tall with the snap top lids on. Cut a hole in the front about 10" across for the cat to get in. Put a cardboard box inside the bin, mark where the opening is and cut a hole in the box as an entrance (a box inside a box basically). We stuck newspaper under the box and around the sides and back, and folded down the cardboard top and put some more on top of that between the box and the cover. Newspaper insulates body heat, and having the box surrounded by it helps retain heat.

Two folded towels went into the cardboard box in one, and we had a piece of foam rubber in the bottom of the other one with a towel over that. The outdoor strays liked the extra cushioning in that box and used it more. We'd see cat eyes watching us out of the hole at night when we would come home late, but we never went close, we didn't want to disturb them. I made sure that none of the boxes were facing into the wind so they wouldn't get full of snow if a storm came. The bushes helped block wind and the strays knew a safe spot when they saw it. When it snowed too deep I'd shovel a walk to each of the boxes (over the side of the lawn, the neighbors didn't know why but hey, it made it easier for the cats).

A heated dog water bowl was available for water all winter, plugged in in front. And I had dry food available in back for them when they needed it. This arrangement works pretty good. I've been doing it for about 5 years now and we have our 'regulars' come by making use of things when they need them.

Get a medium sized dog kennel, and put an electric blanket in it and plug it in at night. Then get some plastic sheeting, like a tarp, and cover most of the ventilation holes on the sides and back of the kennel. Then get that tarp and staple/duct tape it to the top of the kennel and fold it up partway so the cat will be able to get in whenever it wants.

Put the completed kitty shelter on your front porch or somewhere that the cat will find it. This will protect it from the rain and some of the wind. On the side of the kennel, put food and water bowls down. The cat will now have a place to stay warm, sleep, eat and drink.

if u want the cat keep it in your house and feed it and give it water before u do anything else and give it a pillow to lay on and blankets around it so it wont suffocate. If u don't want it u can call your local animal shelter and they will take care of the cat.

A small dog house or box lined with hay. They also make heated mats for outdoor use that only heat up when the cat steps on it.

build up his trust, feed him but leave him alone, you can buy/build a cat kennel, just like a dog kennle,
put carpet in it,

all the time fed the cat and let the cat see you while it eats , each time get closer and closer,

but be carefull the cat could have infections and may attack.

in the good weather move the dish you feed the cat in near your back door, bit by bit, leave the back door open and in time move the dish to inside the door way, but leave the cat alone to build up it's trust.

in time you will get the cat in the house and in time it will come up to you, it will do it when it is ready and not untill it is all about building up the cats trust

Put one of those heated rocks designed for reptile cages in a wind blocked spot or a fiberglass igloo...
