Since you have lost all your keys, you will need the ECU and new keys. The ECU recognizes one of your original keys as the "master" key and all others as the 'sub" key. Since you have lost all keys the ECU has no key to refer to when programming a new key. It wont allow for the programming of a new key unless it "sees" a key it is familiar with. If you had lost one key and wanted another made, you would need to supply the Dealer with your remaining key so the ECU would recognize it and then allow the programming of a new key.
It is kind of like having a "secret knock" with a group. If you don't know the knock no one will answer the door.
Your key is the secret knock and the ECU is the door.
The only other option I can think of is to search car salvage yards for an ECU and keys that will match your vehicle. Save big on the cost of the used parts and then have shop or dealer install. Just make sure the keys and the ECU match.

Saab keys can not be made at just any old key store. They are cut on both sides and unlike other keys, are only cut half way thru the blank so they are pretty hard to copy. Add to that any electronics to the key to unlock the doors and it all adds up.
Try a local junk yard and see if they have any keys for your model of car. Then you only have to get the key cut and you can use the electronic part for your car, all it takes is programming.
It should cost you 75% less money.

It sounds as though you really can't afford a Saab.
Your options:
Find your key, and don't lose it again.
Write a letter to Saab, begging them to take pity on you.
Be a grownup and cough up the money. You made a mistake losing the key, now pay for your mistake.
Pay a crank addict to start the car for you. Keep him on retainer.
Trade it in on somethign more affordable.

the question and statement was new KEYS and ECU which I assume is your remote entry phob. Keys with the computer chip are pricey, and the remote has to be reprogrammed to your car. Some remotes can be programmed very easily, read your owners manual, some have to be programmed by the dealer. the price they quoted you for ALL of that seems reasonable. Check with another dealer if there is one in your area.

Tell them to stop spacking you around.
£650 for a new key.... Saab aren't doing themselves any favours.
However they can be pricey... around £80 as the key has to have transponder for the immobiliser.

spread the word,keep posting it on the internet, write and tell the newspapers,in other words mount a vendetta against a rip off company, get your friends to help. good luck.

nah they are pulling your wotsits. i was quoted 80 for a new key and fob for a rover just 3 years ago. try the main saab dealers for england

Do you have comprehensive insurance cover with protected excess for with that level of cost a claim would be appropriate. The cost appears exorbitant but I know many manufacturers charge similar amounts. I would certainly search around for the most competitive price.
