It would depend on how many hours a week you dedicate to it
My college uses a software called TeLL me More, by Auralog. It covers not only the basics, but also intermediate or advanced level. It is also a lot less repetitive. My goal was to become fluent so it was perfect for me. It has a lot of different activities: picture/word association, videos, dialogues,..., includes also grammar and conjugation. It has also more content than any other language software. Their speech recognition is great so you can have a dialogue with the computer. You can check out their website at http://www.auralog.com for a free demo and compare too. You can check out independent reviews on the web too Top Ten Reviews or about.com websites.
The best way to learn a language would be through immersion, visiting these countries. Learning a language will require some time. In addition to software, you can have books which are useful as well. Audio CDs like Pimsleur for instance might help you out but you cannot get any feedback on your pronunciation so I did not like it so much

Yeah... I learned alot of French in school and that was only like 8mths. You could try Rosetta Stone or one of those tape things. They might have tapes like that at your library. It is possible, you're going to have to commit though. You wont be fluent though, but you'll probably have enough to understand stuff. You dont have to know every word, as long as you know main words and know how stuff works, you can just figure it out by context clues... If you're asking b/c you're going on vacation or something, chances are that someone there will know English and help you. Having a French/English dictionary or pocket translator(electronic kind) will definitely help if you're in a pinch. Good Luck! Hope that helps! :)

Depends on how much time you spend on it. If you study for an hour a week for 8 months, you still be at a very basic level. If you study for 8 hours a day five days a week, you'll probably be getting close to fluency after 8 months.

Yes - with average learning ability + motivation, you should have more than a beginner's knowledge with 250 hours = 1 hour per day. Double that amount would be better.
