French:
To drench, as in your first example, is "tremper." To get drenched to the skin/bone = Se faire tremper jusqu'aux os.
I don't think there's a noun "drench" as in your second example. A downpour of rain could be: une forte averse; une chute de pluie torrentielle; un déluge.

As to the verb, an Italian translation is: "inzupparsi fradicio"; as to the noun, a common translation is "acquazzone".
