You should start with something gentle like CCleaner, but be careful not to install the Yahoo! Tool Bar. I have always found CCleaner to be a great privacy cleaner, but it is a little too meek to be an effective Registry cleaner.

Try it and if it fixes your start up and shut down problems, great. If not...

Try Registry First Aid, but before using it make a new System Restore point. (All Programs/Accessories/System Tools/System Restore - which will bring up a Wizard, check the box for Make a New Restore Point and follow the Wizard.)
By creating a restore point if the cleaner corrupts your registry you can return (restore) your computer to the way it was.

I think the question should be 'which is the least dangerous'.

As you are probably aware the registry is the most important component of Windows. If you corrupt it then Windows may not work correctly.

I use CCleaner (Issues option) because it makes a backup of all the keys it is about to delete so that they can easily be restored if things go worng.

The best registry cleaner is CCleaner....it not only cleans the registry of old, unused entries, it cleans all your cache, temporary internet files, as well as temp files that programs use but are never cleared! It is a free, easy to use program. Just go to the link below to download it for free :)
