I bought a new car 2 weeks ago and wasn't to sure i was going to get it because i have bad credit. Well i got there and they did give me one, then 2 weeks later they send me a letter, "Notice of election to rescind", so they want their car back. Will i be charged the miles i have driven? it had 22 miles when i bought it and now i have driven 1000. thanks....

No - they desided to recind the auto on you, you are only resposible for any thing that could be wrong with the car, and with only putting 1000 miles on it I dout you did any damage.
