Never be afraid to be the first person to say "Hello."
Other than that, I am the silent type except with a few close friends. I will, however, always express an opinion when asked for one.
In the words of Ben Franklin:

The proper rule states that "only the socially higher person may instigate a conversation". Where the two people are of the same 'social stratum' the eldest or otherwise more senior may instigate a conversation. However, since this is a soi-disant democracy, these rules no longer apply. Shame, really. If they were still valid, you would have kept your trap shut until I asked for your opinion.

No, that's not a good idea.
If everyone had that idea, we would never communicate. Plus, sometimes we have to initiate a conversation. We also need to speak up for ourselves.
