A piece of #000 Steel Wool (fine)and light machine oil. Don't rub hard. This works every time. Just keep it lightly oiled after you get the rust off and it won't come back....WD 40 will take the rust off initially, but won't help protect the gun from rust later..light machine or gun oil is BEST!
