It will eventually grow.
I have 6 kids, 3 daughters. 2 of my daughters had the same problem and all you can do is wait.
When they get close to 5-6 then it will start growing normally or faster.
It just happens to certain kids. It's really not a big deal.
KEEPING IT TRIMMED WILL NOT HELP!
Hair grows from the scalp, not the ends.

My daughter, now 3 and African American, had slow hair growth for a long time. If your daughter is white all this won't apply to her. I finally learned to just leave it alone. Only wash it at least every two weeks and try not to comb it very often. When it wasn't in twists or braids, I'd just apply her daily moisturizer with my hands, pulling it through her hair like a comb, then tying it up again in four poofs. The trick is to keep it moisturized so it won't break. Also, it helped to have a satin scarf on her car seat, stroller, and anywhere where her head would rest. Even cotton pillowcases can break the hair. It's not that the hair isn't growing. Its that its breaking off. I use an organic olive oil moisturizer on her hair. You can find it at Target and many other stores. Divi's hair is now just past her shoulders when pulled straight. It's thick and coarse by nature.
Oh! Almost forgot. A few months ago, I gave her a very little trim on the ends. They seemed split and dry. After that her hair did seem to grow faster. I think the dry ends were somehow preventing her hair from being healthy or preventing the moisturizer from penetrating all the way through. I don't know, but it seemed to work.

It's normal for a three year old not to have alot of hair ,I was completely bald till I was 4.so don't worry about it,just give the hair time to grow.

Have patients make sure she eats right. Some kids take a while to get hair. My sis was almost bald till she was 2. Then it grew in real slow. My mom just kept it trimmed till it filled in good so it didn't look stringy. She was almost five before she started growing it longer. She has amazing hair now. It will be fine.

They have this shampoo called "Main & Tail", its for horses but women use it as well to get thier hair nice and long..use that, its a very large bottle, there is shampoo and conditioner, it helps yor hair grow faster, but whatever you do "Never" cut a child hair before they are 5-7 years old because it can cause thier hair t have a very hard time growing back

What's the rush? It's not like she's 33 and bald, right? Let your little girl grow her hair on her own. Do you love her any less because she doesn't have much (or any)???

Well usally when you cute your hair it will grow faster so just cut her hair an inch off every 2 months and im sure it will grow.. if not then i have no idea what is wrong with your doughters hair

Well she is only three. Hair takes time to grow. But if it continues for a while then buy mosquito oil and rub it on your child's head every night. it had worked for me when i had that problem and now i have a LOT of hair.

Control Freak!
If it's looked after and washed it'll be healthier, but you can't force it to grow. She's only 3, leave the kid's head alone.

a hair dresser friend once told me the more you look after it like getting it cut regular and stuff the better and fast it will grow. don't quote me on that though
