From the New York Times travel section of about a week ago:
You can take AirTrain from the airport to Newark Liberty International Airport Train Station. There you can board an Amtrak or NJ Transit train to Manhattan (Pennsylvania Station) Info: www.panynj.gov/airtrainnewark
Cost: AirTrain-NJ Transit combo increased to $15 on June 1st. The AirTrain-Amtrak combo is $30 to $49 a person one way.

BUS: Olympia Trails' Newark Liberty Airport Express buses run from the airport to Port Authority Bus Terminal, then to Bryant Park and finally Grand Central Terminal. INFO: 877/894-9155 or www.
coachusa.com/olympia/. COST: $14 one way ($25 round trip) Children under 12 with an adult ride free.

SuerShuttle drops you off anywhere in the city. INFO: 800/258-3826 or www.supershuttle.com. COST: $19 for the first person and $11 for the second for a trip to midtown (some hotels have higher contracted rates).
Cab costs about $70 + tolls & tip.
Car Service about $43 to $55 + tolls & tip, both up to 4 passengers.

Don't listen to the above poster. The cabs at EWR aren't from NYC. They are not allowed to pick up at EWR. Cheapest way would be to take the Airtrain to the NJ Transit train station and NJ Transit to Penn Station NYC. By "downtown" you mean downtown Manhattan (the financial district), then take NJ Transit to Penn Station Newark and change for the PATH Train to the World Trade Center Site. The easiest way would be by cab. A Newark cab into NYC would cost about $75.

My husband and I drove down and left our car at Newark Airport and took a bus into NYC. It drops you off at the Port Authority and from there you can take a taxi, bus or subway to your destination. We found that to be the most reasonable and least expensive way to get into the city without having to pay huge parking fees.

You can take the AirTrain.

But if you have much luggage SuperShuttle is a better door to door option. It costs $21 each way, door to door, in a shared minibus/van.
