Contact the Kuwait Embassy to apply as haircutter thereat.

I agree with Jack S. If you are interested in cutting hair, I think AAFES are the ones to contact. That's Army & Air Force Exchange (I think the 'S' is Service). I think AAFES cover haircuts in Iraq as well. I am not sure, my buddies and I used battery trimmers to keep our hair cut as low as possible in that heat.

If you are serious about teaching haircutting, the Kuwaiti Embassy would be the best place to start your search for local barber schools.

The people of Kuwait have hair dressers; They are very wealthy people. If you mean Iraqi's that's a different story, but again because this was a society prior to Saddam's fall they have barber and hair stylist colleges already in place in that country.
I was stationed in both places and the US military barber shops are employing the local barbers and hair dressers.
