Iam creating a website & want to know if this is possible - add other website links in my webpage.

If your web page is used for commercial purposes, ask permission.
If it's a personal website, they'll probably appreciate promotional links, as long as you don't make derogatory comments.

I suppose it is nice to ask for permission, but I don't know of anyone who does, and just about all websites want as many links as possible, so there is no problem there. Just use a little common sense. For instance if you have created a family oriented website, don't put a link to an adult site on it. :-)
