Washington D.C., or the District of Columbia, is NOT a "state". And neither is it a part of Maryland nor Virginia.

Maybe it is a *type* of "federal territory", but keep in mind, civilians do live there.

And why wouldn't their residents have *some* voting rights? They may not be part of a state, thereby eliminating their voting for any State Representatives, but they do have a mayor. Remember Marion Berry? He was mayor of DC who got into trouble with prostitutes and drugs and was jailed for it. Quite a while ago.

These are questions you could have answered by simply picking up a phone book and referring to the blue section and maybe even calling D.C. itself. I'm sure there 1-800 numbers and government-based websites out there that could answer your question.

Federal territory. No state can claim Washington D.C., as that would give that state more power than the other states. Back in the 1700 and 1800's, this was a big issue, so DC is listed as a city all by itself, it isn't a part of any state.

DC is a federal territory and its residents can vote, but only to a certain degree (i.e. Voting for president, but no voting for any state-representative).
