I use to try and "Fix It" -- tried to figure out what was wrong and come up with an answer or action plan to solve the problem...
BUT...
After being married for 7 years my wife finally told me that I don't have to fix it..sometimes I just need to sympathicize
SO... most of the time, if someone is crying.
Hug them (or whatever physical contact is appropriate given the situation)
Tell them you understand their feelings and why they would feel that way. Let them know they aren't abnormal for feeling that way.
Re-assure that you'd feel similarly if it happened to YOU personally.
I think that's what MOST people want to hear when they are upset and crying.
Then... AFTER they have calmed down a bit and hopefully stopped crying, you can maybe start to come up with a plan to get them OUT of feeling that way. Might be as simple as making a phone call, figuring out how to saying something to a boss or coworker, getting finances in order, etc.
but start with a touch - reassuring they aren't crazy - then move to a plan of action.

It really doesn't depend on why the person is crying- only the intensity of what happened matters. If it's really REALLY bad, it's best to let the person cry their hearts out before allowing anything to comfort them. If it's bad, but not so bad that the person doesn't deny everyone who tries to comfort them, go to them.
If I was crying, the best thing that would comfort me is to have someone with the right eye. If I'm crying endlessly, I would need a person to stare at me with deep eyes that just swallow me in comfort and love. Then I would need someone to just hug or lean on, and just simply have them there to listen to my cry my worries and pains out until there's nothing left.
Unless they're talking through their crying, it doesn't matter what happened to make them cry. When a person cries, they don't think about anything- they just crash and empty their hearts through tears.

If you are a close friend or relitive try asking the crier what's the matter. Try to be understanding. If it's a arguement, don't say, "oh, yes you are all right." Instead you should make him/her feel comfortable( such as give him/her a glass of water and, if the weather is cold a warm blanket). First listen then try to help him/her see what the other person feels in a gentle way. Never say things like, you're being stupid.
How ever if you're not a close friend or relitive, leave him/her alone and try to find his/her close friend or relitive to go talk to him/her.
Lastly if he/she says "I don't want to talk about it" then go away and come back after a while. Also if he/she says "Go away" then go away and come back when he or she has calmed down.

They can help me by not touching me. I hate being touched when I cry. It triggers me, and makes me angry. Just leave me alone when I cry, and pray for me out of my sight. I like to be left alone when I cry. Crying is between me, and my tears. No one else.

if you are religious, then pray or read your special book
if not, then reading any book sometimes helps.
meditation, walking, watching a feel good movie..
taking a nice warm bubble bath..
go to a park and watch babies play..
go to a pet store and pet the kittens..
all these help me
