Your computer activity can ALWAYS be traced. A virtual private network is good, but bear in mind you leave traces of wherever you surfing on OTHER computers, so you are always trackable!

Yes. Virtual Private Network. Basically a secure tunnel from a remote computer to a know server. For the average ISP it would be hard but for others it wouldn't. The server or network where the VPN terminates can most certainly track you.
