To answer PhilipK's question.... They can "like" it because it creates the feeling of anxiety and apprehension that can make a disciplinary spanking all the more meaningful and effective. Yes, anyone can find something to blister someone's bottom with, but there's something special about how a girl's tummy flip-flops when she hears a thick leather belt being pulled through the loops and knowing that she really pushed things too far. Perhaps "like" isn't so much the word as "respect" would be.
Now, for the original question, I do enjoy (in a purely sadistic fashion) how a young lady squirms when she knows my belt is coming off and about to be used on her bare bottom. While this is sometimes used during playful, sensual or erotic spankings, this is also used in many of my relationships for discipline/punishment, and there is nothing sexual to be had from it.

Well, I've gotten the belt for both erotic spankings and discipline. Of course I prefer the erotic ones more. And yes, I am much more nervous when he takes the belt off when I didn't expect it and it's purely for discipline. Those scare me a bit but at the same time exciting if that makes sense. I do not get any sex after those. Darn!!!!

Definitely NOT, it stings so much.
However, within "reason" it is better than lengthy groundings or lengthy loss of privileges!!!
But that is just my opinion.
