1. For gases this is certainly true, and has a lot to do with Avogadro's law. Number of moles is proportional to volume. This is also true for solutions, of course.

2. The rate of any reaction is increased by increasing the temperature, because the particles move faster and hit each other harder and more often, thus increasing the chance of a collision which has more than the activation energy.

3. 10C increase is a greater proportional increase at lower temperatures than higher ones.
