The only thing you have to do if you can make a call for international is to test or try calling someone abroad using your cellphone. As others say you might be in a plan that blocks international call. Be aware that international calling using cellphones is expensive than using a landline or prepaid calling cards.

you can call international numbers on any phone you wish. As long as it's not blocked. Usually that is an option given to you when you order phone service. to block 900 and international calls.

yes you can you just need to know the country code and the number. it will cost more than your regular minutes though
