Absolutely yes. Afterall, non-vampires kill baby cows to eat veal, hang live chickens up by their feet and slice their necks, male baby chicks are ground up alive, pigs are slammed (thumped) on concrete floors if they're not dead yet.
So sure, why not? If a vampire wants to rip out a baby's throat and suck every last drop of blood out, it's covered, no problem.

Not unless the person wants he/she too. Let's look at it this way.
We need food and water to live. A vampire needs blood to live. We have to earn money and pay for food. A vampire doesn't earn blood, and therefore, doesn't earn it. If someones willing to get their blood sucked, then it's ok. Personally, I'm not.

I think it's wrong to suck someone blood against their will.
But if the person consent it's okay long as you keep it light.

I don't think its ok to drink from kids at anytime. I think a donor needs to be an adult, or a mature teenager.
