Access list is applied on either the Interface thro which Traffic goes from Inside to Outside or Outside to Inside. It also depends on whether its a standard access list or an extended access list. Try typing in 192.168.1.1 into your browser window this will open the Routers utility.
I suggest you read the paperwork that came with the router before changing any settings. You may not like the outcome if you are not familiar with routers and there settings.
