My younger cousins ex boyfriend is stalking her. He even showed up to our grandparents house. What can I do to make sure she is safe and I don't need to rip his fuc*ing head off?

You go to your court house and get a judge to issue a temporary restraining order against him. If he violates the terms of that order, he is in contempt of court, will be arrested, and will have to appear before that judge to receive an appropriate sentence.
Check in your community. There may be a local charity which helps folks to get such an order.

A restraining order is just an instruction from the court - they are very weak, and their main strength is that if violated, then the perpetrator can go to jail. Don't assume you will be safe with one, and make sure you keep good notes of anything that happens, and as soon as it is violated, get straight back to the police.

Not sure what a PPO is in respect of this question and its relationship to restraining orders.

A PPO in my experience in the justice system of the UK is a Priority Prolific Offender!
