J.K. Rowling actually confirmed that R.A.B. was Regulas Black, Sirius Black's brother. =]

Regulus Black is the obvious guess, but there's also the Bode family, the Bagmans, The Baddocks, whose youngest son is in Slytherin, Ali Bashir(see page 425 in the US release of Goblet of Fire), and the Boneses... Amelia Bones works at the Ministry of Magic.
There's a number of possibilities... I guess we'll find out soon!

It's believed it may be Sirius's brother Regulus. It's been theorized he took the locket back to #12 Grimmauld Place and it was one of the objects found there in "Order of the Phoenix."

There is some speculation that it is Sirius Black's brother, Regulus. I don't have any better ideas than that.
