How can i make an animated/moving picture?

i want to make a picture, but one that shows multiple pictures.. like an animated GIF.. or something like that..
Do i need a specific program? or can i just use my computer's default systems?

you will need an gif animator, go to www.download.com and search GIF in the search bar.
