Assuming you mean a human being and not a spiritual being, I think the most evil person is Robert Mugabe. While some people think GWB is, I would disagree because he isn't the final authority in the USA and does respect US law.

my neighbor...not only is he evil but you can smell the stinky pig a mile away weather you want to or not...he litters my back yard with his damn beer cans.....plus he opens other peoples mail .....he passed out drunk in my yard one time...peed on carolers at christmas time....and tried to shoot my dog....stole my kids pumpkins at holloween....then put bottle rockets in the pumpkins and blew them up.....and on and on and on....my house is up for sale....for 2 years!!!! no one wants to buy it because he constantly plays the harmonica way past midnight......he steals tomatoes in broad day light from other peoples gardens...this bastard is so mean ...you could pour boiling water down his throat and he'd piss ice cubes...i asked him why he was such a prick...he said because hes a Hare Kristna.....
