The simplest example is when the intelligent people are in the minority, and the president is chosen by the majority.
Another example is when the intelligent people act out of fear or confusion, and thus are not (for that voting moment) acting intelligently.
Another example is a politician who is particularly skilled at deception, who tricks the intelligent people despite their being intelligent.
Other scenarios can apply.

hey !! , if someone can get himself the president designation then he can never be stupid OK - if stupids can get that post then I just cant imgine how simple it would be to be a president !!
Besides if its democratic system you are talking about - then remember that the president is mere a CEO of a powerfull age-old commitee board - stupid or not is never a point since he ussualy will not be the one deciding almost all government affairs - indeed he is like a salesman representing the government making visits , preparing presentations , giving interviews and so and so - but the thinking is always done by the presidents special think-tank squad !! - so stupid president doesnt makes significant difference !!

But it depends on how you define the terms smart and stupid. Most people base their estimate of another person's intelligence level using themselves as the norm, so your terms are quite vague. Also Regardless of how dumb the candidates are, If we are going to vote it has to be for one moron or the other. Depending on where You fit on your scale, you may always be a smart person with a dumb president. But I learned long ago to not use myself as a baseline. It is an unfair standard that no none can live upto. Instead I've leared to appreciate people for the abilities they do have rather than berate them for what they don't. Of course the President is not as smart as me, No one is as smart as me, big deal.

I think the actions of the last six years lend credence to the theory that the man in the big white house is not the one making the decisions.
Do you think that Americans will ever again be given the real choice of who occupies the office. I hope so. But I am beginning to believe that unless the real powers approve the candidate, the name will never make it to the ballot.
Maybe the internet can change that in our lifetime.
