Are you wanting to act onstage, or on film?
I also live in Houston, and I've been doing plays at community theatres (specifically Pasadena Little Theatre and Clear Creek Country Theatre), so that's what I'd suggest. I've found everyone completely welcoming and ready to have more people audition and help out with their productions.
If you'd like, you could e-mail me, and I'll see if I can help you more. I just moved here from Austin, and am trying to get started acting again, so we could help each other!

You get started by doing your school plays, and community theater. Take Meggie up on her offer. My book, The Tao of Acting, Mentoring for the Aspiring Actor, was written to help young people avoid getting ripped off. You might also search the web for Anthony Smith's website. He advises young people how to get started.
